QBEはSydneyにHeadquartersを置くInternational Insurerで、世界26か国に13,000人以上を抱えるInsurance Groupです。しかしCebu拠点は、保険商品を販売するBranch Officeではありません。QBE Philippines公式では、PhilippinesのGroup Shared Services Centre（GSSC）がAustralia、New Zealand、Europe、North America、Asia PacificのQBE Businessを支える拠点として機能していると説明しています。

Cebu Officeは現在もSkyrise Alpha Building, Samar Loop, Cebu Business Park, Cebu CityとしてQBE公式に掲載されています。そこで行われている仕事はClaimsやUnderwriting Supportだけではなく、Finance、HR、IT、Data Engineering、Automation、Robotics、Data Analytics、AIまで広がっています。

QBE Philippines公式はPhilippines GSSCを2013年2月設立とし、現在のCebu LocationをSkyrise Alpha Buildingとして掲載しています。

QBEは何の会社？

QBE Insurance GroupはInternational Insurance・Reinsurance Companyです。

QBE公式によると、SydneyにHeadquartersを置き、主要Insurance MarketでBusinessを展開しています。2026年現在、世界26か国に13,000人以上のEmployeeを抱えています。

ただしCebuでQBEを理解するときは、「Insurance CompanyだからInsuranceを売っている」と考えない方が正確です。

CebuはGroup Shared Services Centreです。

つまり世界各地のQBE Businessを、Philippinesから支えるOperationです。

Philippines GSSCは2013年設立

QBE Philippines公式では、Group Shared Services Centreが2013年2月にPhilippinesで設立されたとしています。

現在はManilaとCebuにLocationがあります。

Manila側にはBGC、Alabang、Pasay、Quezon Cityなど複数Siteがあり、CebuはSkyrise Alpha Buildingです。

Philippines GSSCは単なる一つのCall Centerではなく、複数都市からQBEのGlobal Operationを支えるShared Services Networkになっています。

Cebu拠点はSkyrise Alpha

Skyrise Alphaは12階、PEZA Accredited、100％ Backup Power、複数Telcoを備えるOffice Buildingです。

Office BuildingそのもののSpecはSERIES 06で扱いましたが、QBEがこのBuildingの初期Major Tenantの一つだったことは、Skyrise AlphaのDevelopmentを理解するうえでも重要です。

QBEはSkyrise Alphaの初期Tenantだった

Cebu Daily Newsは2014年2月、Skyrise RealtyがCebu Business Parkへ進出した理由として、Economic Zone内のOffice需要が強かったことを報じています。

その記事ではSkyrise Alphaの最初のTenantとしてQBEが入り、2014年4月からOperationを開始する予定だったと報じられています。

つまりQBEが既存Buildingへ後から入っただけではありません。

Skyrise AlphaがCBPでOfficeを開く初期段階からQBEの需要がBuilding Developmentと結びついていたことが分かります。

Cebu Operationは2014年に始まった

The Freemanは、QBE Cebuが2014年半ばにSkyrise AlphaでOperationを開始したと報じています。最初は1 Floorから始まり、Claims、Human Resources、Finance、Operationsなどを処理していました。

Philippine Starも2014年7月、QBE GSSCがCebuに新Facilityを開設し、少なくとも500 Seatsを持つSiteとしてOperationを拡大したと報じています。

Philippines GSSC設立から約1年でCebuへ進出したことになります。

なぜCebuだったのか？

2015年のSunStarによるCebu Site Launch記事では、QBE側がCebuについて、Englishの質、人材、Business Environmentを評価していたことが紹介されています。

2014年のThe Freemanでも、QBEはCebuをOffshore Support拠点として選び、最初の18か月で600〜900人規模の採用を想定していたと報じられています。

Cebuは単にManilaよりCostが低いから選ばれたのではありません。
