こんにちは、CebuOです。 Cebu Business ParkのOffice Buildingには、数百人規模のBPOを一つのFloorへ入れる大型Towerもあれば、よりCorporate Office寄りのBuildingもあります。 その違いが分かりやすいのがMSY Towerです。 MSY Holdings公式では、MSY Towerを同社のHeadquartersであり、Cebu Business Parkにある15 levelsのMixed-use World Class Towerと説明しています。さらにTenantについて、International EnterpriseやTop Local Firmが入るLow-density Officesと明記し、14FはTop Corporate OfficerやBusinessman向けのPremier Residential Suitesに使われています。

一方Colliersでは、MSY Towerを2015年完成、15階、PEZA Registeredとし、Ground FloorにRetail、Upper FloorにResidentialを持つMixed-use Buildingとして掲載しています。 つまりMSY Towerは、単純な「OfficeだけのTower」ではありません。 この記事では、Low-density Corporate Office、MSY Holdings本社、PEZA、Residential Suite、Ground Floor Retailを組み合わせたMSY Tower独自のBuilding構成を整理します。

MSY Tower｜基本情報

MSY Holdings公式とColliersの情報を合わせると、MSY Towerの基本構造はかなり明確です。

MSY Towerの基本

場所はPescadores Road

Colliersでは所在地を、 Pescadores Road, Cebu Business Park, Cebu City としています。 OfficeProも同じBuildingをCebu Business Park内のMSY Towerとして掲載しています。 Cebu Business Parkの主要Office Buildingは、 Mindanao Avenue Samar Loop Cardinal Rosales Avenue Bohol Avenue Pescadores Road

などに分散しています。 MSY TowerはPescadores Road側のCorporate Buildingです。 DeveloperはMSY Holdings MSY TowerはMSY Holdings CorporationのProjectです。 MSY Holdings公式では、MSY Towerを自社PortfolioのCommercial Projectとして掲載し、同時にMSY Holdings CorporationのHeadquartersであると明記しています。

つまりDeveloperが建てただけでなく、自社自身がCorporate Headquartersとして使っています。 この点はCebu Holdings Centerが旧Cebu Holdings本社だったこととも似ています。 MSY Holdingsとは？ MSY Holdingsは現在、Real EstateだけでなくResidential、Resort、Commercialなど複数のProperty分野を展開しています。 公式About Usでは、Philippine Real EstateとResort Luxuryを展開する企業として説明し、Property Development、Residential、Memorial Estate、5-Star HospitalityなどをPortfolioに持つとしています。

Kandaya ResortやBaysWaterなども同じGroupのProjectです。 MSY Towerは、そのGroupのCorporate Headquartersとしての役割を持っています。 15階建て MSY Holdings公式はMSY Towerを15 levelsとしています。 Colliersは15 storey building。 OfficeProも15 floorsです。 階数については主要Sourceが一致しています。 Cebu Business Park内では、 Cebu Holdings Center 9階。

Tech Tower 12階。 Skyrise Alpha・Beta 12階。 MSY Tower 15階。 China Bank Corporate Center 18階。 BPI Cebu Corporate Center 18階。 Latitude Corporate Center 24階。 という位置になります。 2015年完成 ColliersではMSY Towerをcompleted in 2015としています。 OfficeProもYear of Completionを2015と掲載しています。

この点も複数のCurrent Property Sourceで一致しています。 2015年はCebu Business ParkでOffice Developmentが活発だった時期で、同じ年にはSkyrise BetaやChina Bank Corporate Centerなども完成しています。 PEZA Registered ColliersではMSY TowerをPEZA registered buildingと明記しています。 OfficeProもPEZA Accreditation：Yesです。

つまりLow-density Corporate Officeを特徴としながら、PEZA対応も持つBuildingです。 BPOだけを対象にしたTowerではありませんが、PEZA登録を必要とする企業が利用できるOffice Infrastructureを持っています。 Class Aとする現行Property資料 OfficeProではBuilding GradeをClass Aとしています。 Colliersの現行Listingでは明確なGrade表記を確認できないため、この記事では「OfficeProではClass A」とSourceを分けて扱います。

Building GradeはProperty Companyごとに評価基準が違うため、絶対的な公式Ratingと考えない方が安全です。 最大の特徴は「Low-density Office」 MSY Towerを他Buildingと分ける最も重要な言葉がLow-density Officeです。 MSY Holdings公式はTenantについて、 International Enterprise。 Top Local Firm。 が入るLow-density Officesと説明しています。

Low-density Officeとは何か

Corporate HeadquartersやProfessional Officeなど、よりSpaceに余裕を持った使い方を想定したBuildingです。

Low-densityとは何が違う？

High-density BPO Officeでは、 1人あたり5㎡前後。 数百席。 Large Operation Floor。 という設計があります。 一方Low-density Officeでは、 Executive Room。 Meeting Room。 Reception。 Private Office。

Lounge。 広いWorkstation。 などにSpaceを使いやすくなります。 MSY TowerはSeat数を最大化するより、Corporate Officeとしての快適性やImageを重視する方向です。 Tech Towerとは正反対に近い Tech Towerは約2,500㎡のLarge Floor Plateを持つBPO向けBuildingです。 大人数のEmployeeを一つのFloorへ配置するのに向いています。 MSY Towerは公式自身がLow-density Officeと説明しています。

つまり、 Tech Tower＝High-density・Large Operation MSY Tower＝Low-density・Corporate Office という違いが見えます。 同じCebu Business Park内でもOffice Productはかなり違います。 MSY Holdings本社が入る MSY Holdings公式はMSY Towerをthe headquarters of MSY Holdings Corporationと明記しています。 Developer自身がこのBuildingを使うことで、単なるInvestment Propertyではなく、自社Brandを象徴するCorporate Buildingにもなっています。

Headquartersを置くBuildingでは、 Corporate Image。 Visitor Experience。 Security。 Interior Quality。 が重視される傾向があります。 MSYが「world class tower」「state of the art finishing」と表現しているのも、そのPositioningとつながります。 International EnterpriseとTop Local Firm MSY Holdings公式はTenantを、 international enterprises and top local firms

と説明しています。 ただし公式Pageでは現在の完全Tenant Directoryまでは公開していません。 そのため具体的な企業名を推測して並べません。 重要なのは、Developer自身がMSY TowerをSmall Local Officeだけではなく、International・Major Local Corporate Tenant向けBuildingとして位置づけていることです。 14FはPremier Residential Suites MSY Towerの最も特徴的な構造が14Fです。

MSY Holdings公式では、 The 14th floor is dedicated for the premier residential suites としています。 用途はTop Corporate OfficerやBusinessmanがLuxuryとConvenienceを得ながら生活・休息するためのResidenceです。 Office Towerの中にResidential Suiteを組み込んでいます。 OfficeとResidenceを同じTowerに入れる意味 Corporate Executiveが、

Office。 Residence。 Business District。 Restaurant。 Mall。 を近距離で利用できれば、移動時間を減らせます。 特に海外企業のExecutiveやCebuへ長期滞在するBusinessmanの場合、OfficeとResidenceが同じBuilding内という構造には独自の価値があります。 一般的なBPO Towerにはない設計です。

Office・Retail・Residentialの構成

ColliersもUpper Floor Residentialを確認

ColliersもMSY Towerについて、 residential space in the upper floor と説明しています。 Developer公式の14F Premier Residential Suitesという説明と整合します。 このためResidentialは古いMarketing Planではなく、BuildingのMixed-use構造を示すCurrent Property Informationとして確認できます。

Ground FloorにはRetail

Colliersでは、 retail space in the ground floor があるとしています。 Office＋Residentialだけではなく、Ground FloorにCommercial Functionを入れたMixed-use Towerです。 ただしOfficeProの現行Pageでは「There is no retail within the building」と表示されており、この点はSource差があります。 Retail情報はSourceが違う ここは注意が必要です。

ColliersではGround Floor Retailあり。 MSY Holdings公式はMixed-use Towerとは説明しますが、Current Retail Tenant一覧までは掲載していません。 OfficeProは「no retail within the building」としています。 そのためNaviCebuでは、 Building設計・Colliers上はGround Floor Retail としながら、 2026年現在の具体的Retail Tenant・営業状況は別途確認が必要 と整理するのが安全です。

MSY TowerのGround Floorには過去・現在のRestaurant情報がありますが、このOffice Building記事では詳細には入りません。 Restaurantが何店あるか。 Menu。 営業時間。 Google評価。 などはRestaurantを探すときの検索意図です。 ここでは「Office BuildingのGround FloorにCommercial Functionがある」というBuilding Structureだけを扱います。

24/7 AccessはOfficeProでYes

OfficeProでは24/7 Access：Yesです。 PEZA OfficeやInternational Enterpriseが入るBuildingでは、通常の9時〜17時だけでなく柔軟なAccessが必要になる場合があります。 ただしBuilding Security、Tenant契約、Residential FloorのAccess Controlなど具体的なOperation Ruleは公開Sourceから確認できません。

実際の利用時はBuilding Managementへ確認する必要があります。

Floor Plateは未確認

MSY Towerについては、Tech TowerやLatitudeのようなTypical Floor Plateの数字を今回の公開資料から確認できませんでした。 OfficeProもTo Be Confirmedです。 Low-density Officeという特徴はDeveloper公式から確認できますが、1Floorが何㎡なのかは推測しません。 Elevator数も未確認 OfficeProではElevatorsをTBCとしています。

15階Buildingであることは確認できますが、Elevatorが何基あるかは今回のCurrent Sourceでは確定できません。 他の15階Buildingの数字を流用しないことが重要です。 Backup Powerも具体値は未確認 PEZA Registered BuildingであるためBusiness Continuity Infrastructureは重要ですが、 100％ Backup。 N+1。 N+2。 など具体的なPower Redundancyは今回確認した公式・Current Property Sourceには掲載されていません。

そのためMSY Towerを「100％ Backup」とは書きません。

Telcoも未確認

同様に、 Globe。 PLDT。 Rise。 など具体的なTelecom Providerも今回確認できませんでした。 MSY Towerへ入居を検討する企業は、Current Fiber ProviderやRedundancyをBuilding Managementへ確認する必要があります。 Low-densityだからSpecが不要なわけではない Low-density Corporate Officeでも、 Power。

Internet。 Security。 Parking。 Elevator。

資料差と未確認項目

Air-conditioning。 は重要です。 ただしDeveloper公式はLifestyle・Luxury・Corporate Positioningを中心に紹介しており、Technical Specificationの公開量はInsular Life Cebu Business CentreやSkyriseより少なくなっています。 そのため確認できる情報と確認できない情報を分けて読む必要があります。 Cebu Business ParkのMixed-useを一棟で表す Cebu Business Park自体が、 Office。

Retail。 Hotel。 Residence。 Restaurant。 Service。 を組み合わせたMixed-use Business Districtです。 MSY Towerも、 Office。 Residential。 Ground Floor Commercial。 を一棟の中に組み合わせています。 Estate全体の考え方をBuilding単位へ縮小したような構造です。 Ayala Center Cebu Towerとの違い Ayala Center Cebu TowerもMixed-use型です。

しかしAyala Center Cebu Towerは、 Mall Retail。 BPO Office。 を強く組み合わせています。 MSY Towerは、 Low-density Corporate Office。 Executive Residential Suite。 Ground Floor Retail。 です。 つまり、 Ayala Center Cebu Tower＝Retail＋BPO MSY Tower＝Corporate Office＋Executive Residence という違いがあります。

Latitude Corporate Centerとの違い

LatitudeはBPO、Enterprise、Executive OfficeをFloor別に分けたHybrid Officeです。 MSY TowerはOffice Typeの違いだけでなく、ResidentialをTower内部に組み込んでいます。 Latitudeが企業規模をVerticalに分けるBuildingなら、MSY Towerは働くことと住むことまでVerticalに組み合わせるBuildingです。 BPI Cebu Corporate Centerとの違い
